Thanks to a new law in spatial planning, things got easier for investors in Montenegro! Now, in harmonization with EU laws,a construction/building permit will be obtained in maximum 105 days. This is a huge progress and will definitely increase transparency and accountability of spatial planning and the development process, resulting in a better investment environment in Montenegro. Except for exceptional cases, investors can now start with the construction once they notify the relevant authority about the start of the works and hand in all relevant technical documentation. Naturally, this will result in shorter and simpler building process.
The main changes are:
Centralization of the decision-making process: the Ministry of Sustainable Development and Tourism is now in charge instead of local authorities.
There are a «chief state architect» and a «chief local architect» that will supervise architectural design and protect the natural and urban environment from building transgressions.
Abolishment of construction and operational permits prior to the beginning of construction and putting in use of the facility.
Central Registry of Construction that will register each new project along with technical documentation.
Only two planning documents instead of eight: 1) spatial plan of Montenegro that regulates construction for a period of 20 years and 2) plan of general regulation which is valid for a period of 10 years.
