Solely the entrepreneur visa has no physical presence requirement, while with the other residency programs, you are not allowed to stay outside Montenegro for more than 30 days (90 days on request) per year.

Unfortunately, residence applications can only include dependent children under 18 and married spouses. Adult children may either need to own (at least 50% ownership) real estate in Montenegro, set up their own company, or be employed in your company. Retirees aged 67+ may need to open their own company or own property in Montenegro; there is no designated retiree visa at this moment.

Only the company formation part can be completed remotely by sending in a notarized power of attorney, but you would still need to be physically present (after the company has been formed) to go to the immigration office and apply for your residence permit, which takes about two weeks to be granted, and also when picking up your residency ID and opening your bank accounts – but not in the intervening period.

When applying for residency by company formation as the company director, you must show proof of education, which may also be a high school or college diploma. A transcript (overview of grades and subjects) is required as well.
Make sure that your police certificate always matches your country of citizenship, even if you have spent decades as a resident in a country other than your country of origin/birth. If you hold multiple citizenships, it is sufficient to obtain a criminal background check from one country.
