Everything you need to know about Montenegro's property visa program

Are there any restrictions on the acquisition of real estate in Montenegro by foreign buyers?

As a foreign investor, you may purchase as many residential and commercial properties in Montenegro as your budget allows, except for agricultural and non-urbanized land, which you can only purchase through a limited company. There are no restrictions on renting out your property either.

Unlike most other countries that require a minimum real estate investment for their property visa programs, Montenegro’s residency through the purchase of real estate has no such requirement.

The program’s main condition is that you at least co-own (50% ownership) either residential or commercial property in Montenegro, regardless of value or size.

If purchasing a newly built property from a developer, a Value-added Tax (VAT) of 21% is already included in the purchase price. When buying real estate on the resale market, you’ll have to pay a real estate transfer tax instead:

  • 3% on the first 150.000,00€
  • 5% on the next 350.000,00€
  • 6% on the final amount

Notary fees and property taxes are approximately 0.4% of the sales price/property value.

To apply for permanent residency as a property owner in Montenegro, you must be legally residing there for five continuous years under a temporary residency visa. Additionally, you are not allowed to be out of the country for more than 10 months over this 5-year period.

Yes, you can include your spouse and children on your property visa application. Children under 18 are eligible, as well as married spouses and unmarried partners in case they are also the parents of your biological or adopted children.

You can, however, not include your dependent parents. Supporting documents like a marriage certificate and birth certificates for each child will be required, with an official translation and Apostille.

For children aged 16+, you’ll also have to provide their (apostilled) police certificates.

To maintain your temporary residence permit in Montenegro, you must not be outside the country for more than 90 days within a single calendar year.

The Residency by Real Estate is aimed at those who intend to live and spend most of their days in Montenegro. If you need more flexibility, the residency based on company formation is a better choice with no minimum stay requirement.
