Plavi Horizonti Beach is a beautiful cove beach that is surrounded by the wild beauty of pine trees and low-lying rocky areas that are accessible by paved pathways to both sides. It is located just a stone’s throw from the glitzy Lustica Bay resort on the Lustica Peninsula close to Tivat and Kotor.
Being large, picturesque, and family-friendly, it is easy to see why Plavi Horizonti Beach is widely considered to be one of Montenegro’s top 20 beaches. Plavi Horizonti translates into ‘Blue Horizons’ and this is what you get here besides stunning landscapes and minimal development.
This keeps it relatively low-key: in fact, there is only one self-service outdoor restaurant catering to hungry and thirsty beachgoers. Don’t be fooled by its unadorned looks though – it’s not cheap here. The menu lists many fast food options among more traditional Balkan fare.
At nearly 400 meters long, this sandy beach is part public and part private with parasols and sun loungers available for hire (20€ the pair) and there is plenty of sand and place below the trees to place your towel. July and August though, can see this beach overcrowded, arriving early is highly encouraged.
Plavi Horizonti is very family-friendly. Onsite, there are good facilities with showers, toilets, and changing cabins. The flat beach is ideal for children (and non-swimmers) because of the gentle entry and sandy grounds and has great sand for building castles.
The water is not crystal-clear as on most other beaches in Montenegro. And, while the sand makes the water rather cloudy, the little ones do not seem to care much about it. There are rarely any larger waves and the waters are calm and safe for the most part.
There are lifeguards on duty here and water conditions are indicated by flags. The swimming area is well-marked with buoys. Plavi Horizonti Beach is one of Montenegro’s prestigious Blue Flag Beaches, marking its commitment to cleanliness and sustainability.
It starts to get deep at about 100 meters from the shore. Here, the water is much clearer and perfectly suited for swimming and snorkeling. Along the rocky shore of the bay, you can observe many fish and other aquatic life.
Hotels nearby Plavi Horizonti
Plavi Horizonti Beach sits adjacent to the larger, more luxurious resort of Lustica Bay, which is the obvious choice for everyone with deeper pockets. In general, there are not many hotels in the vicinity of Plavi Horizonti Beach, and vacation rentals and villas dominate instead.
Lustica Bay Centrale
Centrale is the most recent addition to the Lustica Bay resort and is just 1,5 kilometers away from Plavi Horizonti Beach. All apartments come with a fully equipped kitchen, including a dishwasher and a washing machine. One-bedroom apartments are spacious and measure almost 60 square meters.

Besides being close to Plavi Horizonti Beach, by booking this apartment you will also have private access to another beach in Traste Bay. A shuttle transport runs every 15 minutes between Centrale and the beach.
Chateau du Soleil Villa
The Lustica Peninsula is famous for its picturesque stone cottages. Many of them have been turned into vacation rentals. Like the Chateau du Soleil Villa which sits just 1,3 kilometers away from Plavi Horizonti Beach and comes with a private outdoor swimming pool and sauna.

Villa Sandy
Just a 5-minute drive or 3-kilometer walk from Plavi Horizonti Beach lies Villa Sandy, in a small residential area, offering apartments for rent at a reasonable price. It comes with a shared outdoor swimming pool. The residences are spacious and modern, looking out to a stunning backdrop of mountains all around.

How to get there
The beach is accessible by car, taxi, or bus. There are two paid parking lots close by – daily parking tickets are 5€ and 3€ respectively. There are public transport buses (run by Blue Line) that stop here on their way from Tivat to Lustica Bay.
The small village of Radovici is the nearest settlement and the resort towns of Kotor and Tivat are about 20 – 30 minutes away. Wheelchair accessibility is a problem as there is a 200-meter walk to the beach from the lower parking lot which is sandy and only partially paved.
Sun loungers are readily available for 20€ for a set of two sun loungers and an umbrella. In terms of other tourist facilities, beachgoers have access to a large open-air restaurant serving traditional Mediterranean food, changing rooms, and public toilets. Car parking is available for 5€. There is a less expensive parking lot 200 meters uphill.
