Social Security Contributions in Montenegro
Social security contributions are mandatory payments on income in Montenegro. They fund the country’s social protection system, including health & disability insurance, pensions, and unemployment insurance. Whether you are a resident of Montenegro or not, learning more about these contributions is essential for understanding the Montenegrin tax system.
If you work for a local company, your social security contributions, along with your salary taxes, are withheld monthly as a percentage of your salary by your employer. Montenegrin social security contributions are also due on compensation, including bonuses and benefits in kind. The main social security contribution rates are as follows:
- Health care: currently 0%
- Unemployment insurance: 1%
- Pension and disability insurance: 10%
The annual social security ceiling is currently 68,765€, so employee and employer contributions are only calculated on income up to this limit (i.e., 5,730€ per month), and any earnings above this monthly threshold are not subject to additional social security contributions.
Health Care Contributions
The Health Insurance Fund of Montenegro (Fonds za zdravstveno osiguranje Crne Gore or simply FZOCG) provides residents who contribute, or have previously contributed, along with their dependents, access to medical services, hospitals, and preventive care programs. Health care in Montenegro is currently funded primarily through the government budget.
Unemployment Insurance
Montenegro’s unemployment insurance scheme is financed through contributions from both employers and employees, each paying 0.5% of monthly earnings. For sole traders, the contribution ceiling is set at 1.5 times the average monthly gross salary in Montenegro, which is 1,900€ in 2025.
Pension and Disability Insurance
Montenegro’s pay-as-you-go (PAYG) pension and disability insurance system is run by the Pension and Disability Insurance Fund (Fond penzijskog i invalidskog osiguranja Crne Gore or simply Fond PIO), and is financed through current workers’ monthly contributions. The proceeds are used to fund the pensions and disability benefits of current retirees.
Following the Europe Now II tax reform, only employees contribute to the scheme. Their contribution rate for retirement and disability has been reduced from 15% to 10%. Employers used to pay 5% until October 2024, but this obligation has been fully removed.
Pension and Disability Eligibility in Montenegro
The standard retirement age in Montenegro is 66 for men and 64 for women. However, contributing individuals may qualify for early retirement at 62 years for men and 59 years for women with 40 (38) years of contributions for full retirement benefits. Pension contributions periods from multiple countries can be combined through bilateral social security agreements.
You must have contributed for a minimum of 15 years to qualify for the minimum pension, which is currently set at 450€ per month. Employees who become permanently disabled before retirement may qualify based on medical assessment and their contribution history. Your spouse may be eligible to receive survivor benefits if you pass away.
