The whole process consists of 3 steps: company formation, applying for your residency and bank account opening. You can establish your company from abroad via power of attorney, but need to be in Montenegro to apply for your residence permit and open your bank account. Your residency application on average takes two weeks to be processed. You do not need to be there during this time period. Once your residence permit is ready, you should be in Montenegro to pick it up and subsequently open your bank accounts.

You need to have a valid residence permit in order to open a bank account in Montenegro. You can sign a lease without having residency in Montenegro.
As a company director there is currently no minimum stay requirement. Officially it is only 30 days for everyone that holds a temporary residence card, but the immigration police has clearly stated that this is not applicable for company directors and their family, only for regular employees.
